CORNWALL – A Cornwall woman has been charged with defrauding the Ontario welfare system of nearly $18,000.

Fredelle O’Quinn, 45, was arrested yesterday (Sept. 18) after turning herself in at police headquarters. She’s charged with fraud and making a forged document.
