This is a copy of an open letter from candidate for council, Mark MacDonald, to City Clerk Helen Finn:
It is my understanding that just recently the CAO announced he is leaving and by law the city does not need to have a CAO — there are various options for running the corporation. I think that it is crucial for all parties involved to understand very clearly that the “New Council” will have the complete authority to deal with this matter.
I want to make sure that I am correct on this matter and my concern is with regard to decisions made by a “lame duck council”. Does the present Council have any power to make decisions on this matter now? Are they allowed to discuss this matter behind closed door at the meeting tomorrow night?
