Canada-wide warrant in Cornwall shooting and kidnapping

CORNWALL – Two Cornwallites in their 20s have been arrested in connection to a kidnapping and shooting in the city earlier this month.

The Cornwall Community Police Service announced Thursday that Marcel Seip, 29, and Kaitlin Chaine, 24, have been arrested.

They are each facing 11 charges including uttering threats, break and enter, kidnapping while using a firearm, discharging a firearm with intent and aggravated assault.

A man suffered a gunshot wound to his arm after being forced out of his York Street home on Saturday (Dec. 2).

One of the two suspects was arrested yesterday in a raid at the Brookdale Arms apartment complex. The woman turned herself in to police headquarters.

A third person – 22-year-old Blais Girard – is wanted on a Canada-wide warrant.

Police say Girard has “a visible and distinctive mark” on his face and a recent injury to his wrist. If you know where he is, you’re asked to call Detective Const. Tony Joseph at 613-933-5000 extension 2422.

As of Friday morning, his exact whereabouts are unknown.

The kidnapping and shooting are considered an isolated incident and there isn’t a concern for the safety of the public, police said.
